Vietnam Industrial Park Transformation: From Manufacturing Base to Digital Ecosystem of Future Cities
Vietnam's industrial parks are transforming from traditional manufacturing bases into future urban ecosystems that integrate technology, innovation, green energy, and digital infrastructure, in order to attract global tech giants.
At the Haiphong City Industrial Park International Exhibition and Conference in the first half of 2026, Vietnamese industrial policy makers and experts agreed that the traditional industrial park model, which only provides manufacturing space, can no longer meet the needs of the new wave of technology investment. The global supply chain restructuring, green transition, and AI wave are forcing Vietnam's industrial parks to redefine themselves—they must evolve into a "future city micro-ecosystem" that integrates technological innovation, digital infrastructure, green energy, and high-quality living environments.
From Factory Leasing to System Integration
Nguyen Van Khue, Chairman of the Vietnam Real Estate Association and member of the Prime Minister's Administrative Reform Advisory Council, pointed out that the current global geo-economic and technological landscape is undergoing profound adjustments, with trends in supply chain restructuring, investment relocation, and digital transformation converging. For Vietnam, industrial parks can no longer stop at land leasing but should become "high-quality ecosystems combining manufacturing, innovation, and services." This is not only necessary to attract existing investors like Samsung and Intel but also serves as the foundation to attract next-generation data centers, AI research and development, and renewable energy projects.
Data shows that Vietnam's industrial parks and economic zones contribute about 20% of GDP and over 70% of exports, directly employing nearly 3.83 million workers. The semiconductor sector has attracted over $14 billion in investment across more than 240 projects; a new wave of investment in data centers, AI, and renewable energy is pouring in. In this context, the infrastructure level of industrial parks directly determines Vietnam's position in the global technology value chain.
Digital Infrastructure: The "Operating System" of Industrial Parks
The core feature of the new generation of industrial parks lies in their "digital foundation." Experts propose that a successful industrial park must have a logistics center, digital infrastructure, research and innovation centers, and a governance system driven by AI, IoT, big data, and intelligent operations platforms. This digital governance capability not only improves management efficiency, saves energy and reduces consumption, but also responds in real-time to investors' complex demands for electricity, networks, security, and logistics.
Tran Van Quyen, Vice Chairman of the Haiphong City People's Committee, emphasized that industrial parks and economic zones have always been the pillars of Vietnam's industrialization and foreign investment attraction, with about 70-80% of new processing and manufacturing FDI concentrated here. However, as investors' requirements for energy security, data center connectivity quality, and smart buildings increase, the traditional "five connections and one leveling" approach is far from sufficient. Industrial parks need to deploy 5G private networks, edge computing nodes, and digital twin systems like smart cities, enabling factories to synchronize with global supply chains in real time.
Synergy of Green Energy and Talent Ecosystem
Another key dimension of transformation is greening. Vietnam has set an average GDP growth target of 10% or higher per year, which requires industrial parks to achieve carbon neutrality goals while expanding. Distributed renewable energy generation, energy storage systems, and smart microgrids are becoming standard features of industrial parks. At the same time, experts point out that social infrastructure such as worker housing, expert apartments, education, healthcare, and commercial services must be upgraded simultaneously, forming a micro-urban unit that integrates industry with city functions. However, truly attracting super tech giants like Apple and Google depends on whether Vietnam can provide a level of digital park governance comparable to Singapore or Shenzhen.
Nguyen Duc Hien, Deputy Director of the Central Strategy and Policy Committee, believes that a new generation of industrial parks will serve as the foundation for innovation industry clusters, enhancing productivity and economic resilience. This requires revising planning standards at the national level, mandating that industrial parks incorporate digital twin platforms and smart infrastructure interfaces, and establishing cross-park data sharing mechanisms.
Future Evolution Directions
As AI and automation penetrate deeper into manufacturing, the role of industrial parks will evolve from production spaces to "urban data nodes." Real-time data generated by each factory and piece of equipment, after being analyzed through edge AI, can not only optimize local operations but also provide decision-making support for city-level transportation, energy, and logistics systems. If Vietnam's industrial parks can complete the transformation from "manufacturing space providers" to "digital ecosystem operators" within the next three years, they are expected to become the benchmark for next-generation smart manufacturing in Southeast Asia.
The essence of this transformation is the re-encoding of traditional industrial zones by urban technology systems. When infrastructure, energy networks, and governance platforms are fully digitized, an industrial park itself becomes a miniature smart city—and this is Vietnam's new ticket to the global tech competition.
