As cities worldwide race to deploy AI platforms, digital twins, and intelligent government systems, a problem masked by data is becoming increasingly prominent: under the same national digital framework, why can some local governments rapidly level up, while others sink into a digital quagmire?
A comparative study published in Frontiers in Political Science, using Makassar City and Sidrap Regency in Indonesia as samples, reveals the deep mechanism behind this phenomenon — the maturity of digital government is determined not by the amount of technology investment, but by the structural strength of governance capacity. This study reminds us that the essence of the digital divide is a governance divide.
Two Evolutionary Trajectories Under the Same Framework
Indonesia ranks 77th globally in the UN E-Government Development Index, yet national-level progress masks intense divergence at the local level. Makassar, a rapidly urbanizing metropolis in eastern Indonesia, has become a regional benchmark for smart cities and integrated online services. Sidrap, however, a semi-rural regency in the same province, remains trapped by fragmented infrastructure, difficulty in integrating services, and insufficient digital readiness among its citizens.
Through in-depth interviews, document analysis, and maturity coding, the research team adopted a most-similar-systems logic to compare the differences between the two local governments in leadership, institutional coordination, and administrative readiness. The results were hardly surprising: Makassar demonstrated higher maturity, stemming from sustained administrative leadership, coherent organizational design, and effective cross-departmental collaboration; Sidrap exhibited fragmented governance structures, limited human capital, and a passive implementation stance, leading to low and uneven maturity.
Governance Capacity: The Operating System Behind Digital Government
The most important contribution of this study is elevating governance capacity from a "background condition" to an "explanatory mechanism." In the past, we tended to view digital government maturity as a linear outcome of technology adoption — the greater the bandwidth and the more platforms, the higher the maturity. But reality is clearly more complex.
Leadership determines the direction and priorities of digital transformation. When successive mayors consistently place digitalization at the core of governance and personally coordinate key projects, organizational resources and attention are genuinely redirected toward digital government. Conversely, if leadership turnover is frequent and political commitment lacks continuity, digitalization is doomed to remain a collection of scattered projects.
Institutional coordination determines whether services can form an integrated whole. Makassar's immigration services, business licensing, social security, and other systems can share data and offer a unified portal, underpinned by clear organizational mandates and cross-agency process reengineering. In Sidrap, however, information silos stand tall among agencies, forcing citizens to shuttle between multiple counters, and online services merely lay a thin digital veneer over physical processes.

But a growing body of practice shows that technology is merely the sensors and nerve endings in an urban system, while governance capacity is the central operating system—it determines whether data flows, whether services coordinate, and whether innovation is sustainable.
The current global construction of digital infrastructure is undergoing profound changes: edge computing enables real-time local data processing, digital twins help cities simulate policy effects in virtual space, and AI-driven automation is beginning to intervene in urban transportation, energy, and public safety. These technologies can indeed improve urban efficiency, but if governance capacity does not evolve in tandem, they will only become a suspended technological shell.
Urban competitiveness is shifting from "how many smart devices one owns" to "how digital collaboration is organized." Uneven digital government maturity not only reflects disparities in public service levels, but also reinforces existing social inequalities through the mechanism of "digital exclusion." When urban residents can complete administrative approvals online and receive precise medical information, while semi-rural citizens still have to visit government buildings in person and face paper forms, digital government instead becomes a driver of social stratification.
Bridging the Gap: From Investing in Chips to Investing in Governance
The study's policy recommendations are clear and forceful: prioritize enhancing governance capacity rather than purely technological solutions. Policymakers should adopt "locally sensitive" strategies that target governance weaknesses in different regions with tailored interventions. This means establishing cross-term digital governance mechanisms where leadership is weak, reshaping organizational mandates and responsibility matrices where institutional coordination is chaotic, and strengthening civil servants' digital capacity where administrative readiness is insufficient.
This also requires international smart city cooperation projects to adjust their evaluation frameworks. In the past, official development assistance and urban technology exports often used the number of devices and the number of systems launched as performance metrics. But a project with true long-term value should assess whether local governments possess the capacity to sustain operations, iterate, and absorb technology. Digital infrastructure can be delivered, but governance capacity cannot be imported—it can only grow endogenously.The "governance-oriented maturity explanation" proposed by the Indonesian research team actually provides a mirror for global urban digital transformation. This capacity is akin to an immune system: it determines whether external technological shocks can be absorbed and transformed into organizational functions, or instead trigger rejection reactions.
The difference between Makassar and Sidrap tells us that digitalization is not an abstract grand blueprint, but a result shaped by countless micro-governance choices. The digital divide between urban and rural areas is essentially a map of governance capacity gaps. What is needed to fill in this map is not more sensors, but more public managers who are adept at coordination, bold in decision-making, and capable of execution.
When cities around the world compete to install smarter "brains" for themselves, perhaps we should pay more attention to the "neural networks" that enable the brain to function—governance order, organizational intelligence, and institutional resilience. That is the true maturity of digital government, and the most enduring competitiveness of future cities.
