Urban-Rural Divergence in Digital Governance: Key Variables for Future Smart Cities from Two Indonesian Cities
A study on local governments in Indonesia reveals that the root of the urban-rural gap in digital government maturity lies not in technology, but in governance capacity. Truly smart city systems require building governance capacity as digital infrastructure.
As cities around the world race to deploy smart sensors, AI platforms, and digital service portals, a recent study reminds us: what truly widens the gap between urban and rural digital governance is often not the technology itself, but the "governance operating system" hidden within government organizations.
This comparative study, published in Frontiers in Political Science, selected two local governments in South Sulawesi Province, Indonesia—the urban Makassar and the semi-rural Sidenreng Rappang (Sidrap)—as cases. Both operate under the same national digital government framework, yet present vastly different digital maturity trajectories. The researchers found that this disparity does not stem from network coverage or hardware procurement, but is determined by governance dimensions such as leadership continuity, institutional coordination capacity, and administrative readiness.
Same national framework, two digital fates
Indonesia ranked 77th in the 2022 UN E-Government Development Index (EGDI), but national-level progress masks internal disparities. Makassar, as a rapidly urbanizing regional center in eastern Indonesia, stands out in smart city innovation and integrated online services; Sidrap, as a semi-rural area, remains constrained by infrastructure gaps, fragmented service integration, and insufficient citizen digital readiness.
This contrast is universal across the globe. In many developing countries, national digital government indicators are steadily rising, yet at the local level a pattern of "large cities leading, small towns lagging behind" emerges. The study points out that the national framework provides a unified policy ceiling for all localities, but the actual height beneath that ceiling depends on local governments' governance capacity.
Governance capacity: the "invisible operating system" of digital transformation
The study draws on Janowski's digital evolution model and maturity stage theory, but uses them not as a mechanical ladder, but as an analytical lens. The core finding is that governance capacity is not a background variable, but a "mediating and configurational mechanism"—it determines how national standards are localized and translated. Specifically, three dimensions interact:
- Leadership commitment: Makassar's sustained political support has driven project continuity across cycles; Sidrap, by contrast, exhibits fragmented, reactive implementation inertia.
- Inter-institutional coordination: Urban governments can reorganize institutional arrangements around digitalization goals, forming effective cross-departmental linkages; semi-rural governments face overlapping responsibilities and information silos.
- Administrative readiness: Cities have more abundant human capital and financial resources to support the operation and maintenance of complex systems; rural areas are constrained by a shortage of technical professionals, making it difficult for systems to truly function.The study emphasizes that these dimensions do not exist in isolation; rather, they combine to shape differentiated maturity trajectories. In other words, simply increasing fiscal investment or purchasing more servers will not naturally produce digital government maturity—without corresponding governance capacity as the "system software," technical hardware is merely an expensive ornament.
Policy Shift: From "Technology Gap-Filling" to "Governance Gap-Filling"
The most powerful implication of the study is that narrowing the urban-rural digital government gap requires prioritizing the strengthening of governance capacity, rather than relying solely on technological solutions. This means policymakers should adopt a "place-sensitive" strategy, targeting precise interventions at the governance shortcomings of different regions.
For semi-rural local governments, the priority is to strengthen organizational structures, clarify responsibility boundaries, and invest in personnel skills training. Central or provincial governments, meanwhile, should rethink the incentive design within the national framework to prevent resources from continuing to concentrate in large cities. In fact, if the digital governance gap remains uncorrected over the long term, it may further entrench urban-rural social inequality—because the degree of digitalization of public services directly affects the efficiency with which citizens access basic rights such as education, healthcare, and welfare.
The Real Operating System of Future Urban Systems
From a broader perspective, this study sounds an alarm for the future urban technology industry. We are often obsessed with technical concepts like the "city operating system," but the real city operating system may be institutional—woven from public-sector leadership, collaborative networks, and administrative capacity. When local governments cannot effectively organize their internal processes, urban technologies such as autonomous delivery, digital twins, and AI-enabled government services lose the institutional foundation on which they operate.
The smart city competition is shifting from a "device race" to a "governance race." In the future, the measure of a city's digital maturity will no longer be the density of 5G base stations or the number of sensors, but whether the government can embed technology into an efficient, transparent, and accountable cycle of public services. For global digital infrastructure, the most critical port may be the decision-making processes in local government meeting rooms.
This study also offers a policy reference for developing countries: while chasing global digital rankings, they must be wary of "digital vanity projects." Only when local governments in rural and semi-rural areas possess equal governance capacity can a country's digital transformation avoid becoming an urban solo dance.
